Aonde edito a chance dos Blesseds ?

Olá, tou com uma duvida muito chata que é aonde edito as chances dos enchants normais e blesseds..

já fui nas configs em characters, general, rates e outras mais não tem, na pasta data tem uma xml com o nome de enchantdata, creio que seja lá aonde se edita, mais não entendo muito bem, vou por o codigo abaixo para que vocês veja e quem sabe possa a me ajudar.
